Atlantic City Casinos and Smoking


Borgata is opposed to the City Council Ordinance, which will ban smoking on casino floors in Atlantic City. Borgata believes that there needs to be some balance brought to the Smoking Ban issue.  We believe that serious consideration of the adverse ramifications that the imposition of a smoking ban will have upon our industry, our employees, our regional and statewide economies, needs to occur before taking the drastic measure of banning smoking from our casinos. First this is a competitive issue. Our nearby competitors, Pennsylvania, New York and Connecticut all permit smoking on their casino floors. This negatively changes the playing field in a competitive market.

Second, Price Waterhouse Coopers (PWC) estimated that NJ casinos would lose significant revenues if a smoking ban were imposed, similar to the 20% loss that Delaware casinos suffered when a smoking ban was instituted. With each pull of the handle, or push of the button, a slot machine begins the process of randomly selecting the next alignment of symbols. If a slot machine malfunctions it cannot complete the random selection process, and therefore reverts to a "tilt" mode. When a malfunction occurs some slot machine manufacturers, for engineering purposes, set the reels to stop briefly in a "jackpot" position. When this happens a player may see the reels momentarily stop at a jackpot alignment and then go into a slow spin. This often causes the player to believe a jackpot has been won. In recent years slot machine manufacturers have changed the "stop" location to other than a jackpot alignment to help prevent the misunderstanding.

Definition:A lotto game in which a set of numbers (typically 20) is selected from a large field of numbers (typically 80). Players select a smaller set of numbers (up to 10) and are awarded prizes based on how many of their numbers match those in the drawn set. Players have discretion over how many numbers to select, and can choose to play for a small prize with good odds (by selecting a small set of numbers such as three), a large prize with much greater odds (by selecting a large set of numbers such as 10) or combinations in between. In casinos, and with several lotteries, keno is played at frequent intervals, with drawings as close together as every five minutes. With other lotteries, keno is played as a daily or weekly game.
